Nerfs: Izumo/Kotetsu

Nerfs: Kankuro(S)
Boosts: Kisame, Hinata(S), Chouji(S), and Izumo/Kotetsu

Also in about a month, give or take depending on how far the anime progresses, I will reopen the character submission thread for further characters.
